Italy: Two more attacks on Equitalia tax agency

ROMA – A bitter beginning of the year for Equitalia, again the subject of attacks on the night of New Years Eve on its offices. A rudimentary explosive device was set off in Foggia on V.Portogallo, while an incendiary attacked has affected the agency’s headquarters in Modena.

With respect to the incident in Foggia, the explosion destroyed the gates of the location which houses the local office of Equitalia and has severely damaged the furniture that was located at the entrance. An intervention of the scientific police agents has taken place. Investigations are in course to identify those responsible for the attack.

In Modena unknown persons set fire to the windows of the location that occupies the first floor of a commercial gallery on V.Emilia Ovest. We tried to find out if there were traces of explosive or if it was a simple arson, but the police seem convinced of the incendiary origin. Cameras are installed in the gallery that could have captured images that will be useful for the investigation. The damages are minor, mostly limited to blackening of the two windows.

These attacks come only a few hours after the words of the police chief Antonio Manganelli, who yesterday visited the operation room where the Chief of Naples had spoken of a “leap forward of the anarcho-insurrectionalist area.” “We see a development of of a new phenomenon,” Manganelli had said: “from the spontaneity of the individual within the anarchist association into a true organization, a sort of international network with an exchange of favors and actions related to acts of violence.” The police chief has expressed optimism in the outcome of the investigation into the mailing of package bombs against institutions and collections agencies: “We believe we have identified the authors and matrices of these acts. But a single package bomb,” he observed, “remains a difficult act to prevent, we must remain vigilant.” Words confirmed by the new attacks on New Year’s Eve.

A parcel bomb has exploded at a tax collection office in the Italian capital Rome, injuring the director.

Officials at the Equitalia agency said the blast shattered a glass desktop, causing hand and eye injuries to director Marco Cuccagna.

Police said the package also contained a leaflet signed by the Italian anarchist group FAI.

The FAI has said it sent a letter bomb on Wednesday to the headquarters of Deutsche Bank in Frankfurt, Germany.

The Frankfurt bomb, addressed to chief executive Josef Ackermann, was intercepted and made safe, but a letter from the FAI found with the device promised three bomb attacks.

A hospital doctor said surgeons had managed to save Mr Cuccagna’s sight after removing shards of glass from both eyes. They were still attending to his hand injury, the doctor said.

‘Evil act’

Equitalia official Angelo Coco told Ansa news agency: “We believe Equitalia has been the victim recently of a denigration and disinformation campaign.”

Correspondents say Equitalia has become widely unpopular in a country where tax evasion is commonplace, but has also been accused of making mistakes with regular taxpayers.

Prime Minister Mario Monti, whose government is proposing a series of painful tax increases and pension reforms to tackle a debt crisis, defended the activities of Equitalia.

“Equitalia has always carried out and is continuing to carry out its duty in full respect of the law,” he said.

“It is essential for the functioning of the state, without which it would be impossible to provide services to citizens,” he added.

Rome Mayor Gianni Alemmano called the bombing “an evil, vile act”.

A police official said the bomb – in a yellow padded envelope – included a claim from the FAI “very similar” to that in the Deutsche Bank letter bomb, AP news agency reported.

The Informal Anarchist Federation (FAI) said it sent the letter bomb to Mr Ackermann.

German police said the group had referred to “three explosions against banks, bankers, ticks and bloodsuckers” in a note inside the package.

The FAI has carried out a string of attacks on European institutions, including parcel bombs that exploded at the Swiss and Chilean embassies in Rome in 2010, badly wounding the two people who opened them. A third bomb sent to the Greek Embassy four days later was defused.

On 11 December, the Greek embassy in Paris received a letter bomb, which was defused. It was sent by the Freedom to Eat and Billy Cell of the FAI, which sent two other parcel bombs under the same communique. (source)

On 15 December, another package bomb was received by the tax offices of Equitalia in Italy, and was defused. The note inside read in part: “don’t kill yourself, rebel: death to usurers!” (source)

Also on 15 December, Italian authorities intercepted a dozen parcels filled with bullets addressed to the head of the Italian government Mario Mont, to his predecessor Silvio Berlusconi, and to several managers of newspapers. Notes in the letters were signed by the Movement of Armed Proletarians, and stated in part: “We will make you pay. We will strike and there will be war to the death… You will no longer sleep peacefully.” (source)
